The first kind are "in-service", and are intended for people who are currently certified teachers and/or work in schools. The second kind, called "pre-licensure", are meant for people who are not teachers, but want to become teachers. Masters in Education programs that lead to initial teacher certification are not quite the same thing as Alternative Certification Programs, which are accelerated programs with less classroom time and a shorter route to the classroom. There are a number of Masters in Education programs that result in initial teacher licensure, but require a year or two of full time study before any teaching, and so aren’t listed with the Alternative Certification programs.
